Paul Dillahay is President of DigitalNet.ai's AI Division, a technology executive with more than 20 years of experience leading enterprise growth as CFO, COO, and CEO. He is also Founder of Harmonic AI, which is part of DigitalNet.ai's AI portfolio focused on responsible, agentic AI for the enterprise and federal mission.

Scaling AI at Federal Mission Scale

Paul previously served as President & CEO of Empower AI (formerly NCI Information Systems), where he led the company's transformation into a leading provider of digital transformation solutions for the U.S. Department of Defense and other federal agencies. During his tenure he oversaw the acquisition of more than $2.2 billion in new business and managed the company's transition to private ownership.

Before Empower AI, Paul founded the Azzardare Management Group, a security systems company serving the Caspian region, and held senior leadership roles at CACI, ASRC Federal, Lockheed Martin, and General Electric. Across these roles he has built a reputation for operational excellence, strong P&L discipline, and the ability to scale teams through hyper-growth.
